Assessing land or premises that might be suitable for housing or employment uses

To assist the preparation of the Local Plan Part 2 the Council is carrying out a Strategic Housing and Employment Land Availability Assessment (SHELAA) to identify sites that may have potential for development during the Plan period. The SHELAA is similar to a SHLAA (Strategic Housing Land Availability Assessment) but includes consideration of employment land.

The Council has previously undertaken 2 'Call for Sites' consultations. This was an opportunity for agents, landowners and developers to submit new sites which they believe could be developed to meet future demand for homes and jobs.

Local authorities are required to prepare a SHELAA to provide realistic assumptions about the availability, suitability and the likely economic viability of land to meet the identified need for housing over the plan period. In addition, we are required to plan to meet the economic needs of the area, including identifying sufficient land for future development. We will assess all the sites using the methodology set out in the National Planning Practice Guidance. The Pre Submission Draft of the Plan does not include any allocations for housing development. It does identify some new sites for additional employment development. Therefore at this time no detailed assessment of alternative housing sites is considered to be necessary. If in a future draft of the Plan this position changes then alternative housing sites will be assessed.
