The Strategic Planning and the Economy Division in the Strategy and Commissioning Directorate (formerly the Development Directorate) deals with the preparation of the statutory Local Plan and other planning policy documents, economic development including market town regeneration and strategic transport including HS2.
The Head of Strategic Planning and the Economy is Adrian Colwell, the Lead Officer for Planning Policy is Andy D'Arcy, the Lead Officer for Economic Growth is Greg Ward and the Lead Officer for Transport is Andrew Bowe.

|South Northamptonshire Local Plan (Part 2A)||
The Local Plan is the term used to describe the set of documents which will eventually include all of the planning authority's local development documents. As these new documents are adopted, they will eventually replace the South Northamptonshire Local Plan adopted in 1997. These pages contain information on the Local Plan (Part 2A) documents.
The Local Plan (Part 2A) options consultation, in accordance with relevant regulations was subject to a period of consultation. The consultation started Monday 4th April and ended on 17th June 2016.

|Self Build and Custom Build Register||The Self-Build and Custom Housebuilding Act 2015 places a duty on local councils in England to keep and have regard to a register of people who are interested in self-build or custom build projects in their area. This register will help inform us of the level of demand for self-build and custom build plots in South Northamptonshire.|
|Five-year Housing Land Supply||The National Planning Policy Framework requires that we can show that we have enough land for housing for at least the next five years. Follow the link for the latest five-year housing land supply report.|
|Section 106 Obligations||We have adopted a supplementary planning document relating to developer contributions.|
|Neighbourhood Planning, Planning Reform and Village Design Statements||Neighbourhood Planning forms part of the reforms the Government is making to the Planning system. Responses by us are detailed here. The role of a Village Design Statement is to provide more detailed design guidance for a parish and to supplement our planning policies.|
|Supplementary Planning Documents, Supplementary Planning Guidance and Planning Briefs||Both the Planning Policy and Heritage Sections have produced Supplementary Planning Documents and Supplementary Planning Guidance, which are intended to clarify and expand on Local Plan policies and to provide guidance on planning related subjects.|

|Annual Monitoring Reports||We are required to prepare Annual Monitoring Reports (AMRs) to monitor how we are performing in implementing the Local Development Scheme (LDS), and progress in achieving Local Plan aims and objectives.|
|Planning Policy Strategies and Evidence Base||Planning Policy and in particular the Local Plan must be based on a thorough understanding of the needs, opportunities and constraints within the District. To achieve this local planning authorities are required to prepare and maintain an up-to-date information base on key aspects of the social, economic and environmental characteristics of their area.|
|Other Local Plan Documents||
The current South Northamptonshire local plan was adopted in 1997. It sets out what we plan to do with land in the district and how we will control development. The Saved Policies of the Plan will remain in force until replaced by policies in the emerging Local Plan. The local plan also shows the existing town and village confines.

In 2014 the West Northamptonshire Joint Core Strategy was adopted. This covers the administrative areas of Daventry District, Northampton Borough and South Northamptonshire. It sets out the long term vision including strategic policies and proposals for development.
|Interim Rural Housing Planning Policy (IRHP) and Interim Affordable Housing Policy||
In 2009 we adopted a more flexible and positive approach that allowed housing development on suitable sites in appropriate locations until the Joint Core Strategy was adopted and we could demonstrate a robust 5 year supply of housing land. We formally revoked the IRHP in 2015 and have also adopted an Interim Affordable Housing Policy that sets out our position in terms of negotiating affordable housing.
|Regional Plan||The East Midlands Regional Plan (RSS8) was revoked by the Secretary of State on 12 April 2013 and no longer forms part of the statutory Development Plan.|
