High Speed Rail

On 11th March 2010 the Government published the HS2 report, which is available online at the Department for Transport website.   This report summarises the findings of the work carried out last year to consider a high speed railway line from London to the West Midlands and identifies the options that were considered. The report also examines the case for extending the line further north. The 'preferred route option' if adopted, would pass through South Northamptonshire.


South Northants Council Responses

The Council wrote to the Secretary of State for Transport, Lord Adonis, on 30th March 2010 to express concern about the implications of the ‘proposed route option’ for the District and the communities the length of the proposed line. The letter can be accessed here.

The South Northants Cabinet considered a Report on HS2 on 12th April 2010.

The Council received a reply from Lord Adonis on 30th April 2010 and Page 1 and Page 2 of the letter is available to view.

The Council wrote to the new Secretary of State for Transport Rt. Hon Mr Philip Hammond MP on 22nd June 2010 asking for the impact of the ‘preferred route option’ on South Northamptonshire District to be reconsidered as part of the review of High Speed Rail that he has initiated. Impact on Brackley

The ‘preferred route option’ if adopted would run very close to Brackley and could have a major impact on the future development of the town. The Exceptional Hardship Scheme

As part of the development of the scheme, the Government published a consultation on an ‘Exceptional Hardship Scheme’ which is aimed at protecting the interests of owner-occupiers of properties which may be particularly affected by the preferred London to Birmingham route.

The Council consulted with all Parish Councils and estate agents to frame its response to the consultation on the proposed ‘exceptional hardship scheme’ for those individuals affected by the proposed route. A copy of the consultation request is available to view for Town and Parish Councils and Estate Agents.

The South Northants Cabinet considered a Report on the Exceptional Hardship Scheme proposed for HS2 on 10th May 2010.

The consultation closed on 17 June 2010 and further details can be found on the Department for Transport website. The response by South Northants Council to the Department for Transport consultation was sent on 18th May 2010 and can be accessed here.

On 26th July 2010 the Secretary of State for Transport announced the establishment of an Exceptional Hardship Scheme with wider criteria than were originally proposed. The details are available in the HS2 EHS Newsletter . 


LAUNCH OF EXCEPTIONAL HARDSHIP SCHEME
On 20th August 2010 the Exceptional Hardship Scheme was officially launched by the Government and the letter from HS2 outlining this scheme is available to view: Launch of Exceptional Hardship Scheme.

Public Consultation on route proposals

On 24th June 2010 the HS2 advised the Council and other stakeholders that their terms of reference had been revised by the new Coalition Government and that public consultation on the route options would not begin until the New Year 2011. A copy of the letter can be accessed here

 

What happens next?

The consultation on the proposed route and on the Government’s overall strategy for high speed rail was to have begun in October and to run through to April 2011. The Consultation Strategy sets out how this will take place. Following the election of the new Government and the review of the scheme and the examination of a possible connection to Heathrow, the consultation on the route will not now commence until early in 2011.

Once the consultation has been completed and Ministers have responded further preparations, including the process of environmental assessment, will then be undertaken.

It is also planned that a Hybrid Bill will be developed and debated in Parliament on a core high-speed network linking London to Birmingham, Manchester and Leeds. To understand Hybrid Bills, please read the House of Commons Fact Sheet

Timetable

As a major national project the Government has suggested that the completion of HS2 may be some years away. Subject to consultation, the proposed timetable set out by Government is set out below:
