Council Performance

The Audit Commission has published the results from the two recent assessments:

The  Comprehensive Area Assessment (CAA) of Northamptonshire and the public services working together and the Organisation Assessment of South Northamptonshire Council. Both of these assessments are important for informing the future work of the councils and other public service providers in the area, and informs how we can meet the needs of our communities and work together to achieve the improvements and address the issues across the county.

The Council welcomes the Organisation Assessment because it focuses on the impact of the council’s performance on our communities, the value for money of our services and how we use and manage our resources. The assessment reflects the work that goes on throughout the year and we will continue to strive for improvements and efficiencies through the implementation of our corporate plan and strategies.  Everyone who works for the council has a part to play in delivering the improvements and our achievements are reflected in our performance outcomes and what our communities say about the council and the area. The Area Assessment (CAA) is equally important for informing the planning and delivery of our partnership working and addressing the issues which require a ‘joined up’ approach, taking account of the different needs of the communities across Northamptonshire.

The summary and the detail of the Organisation Assessment of the Council is now available.

The Annual Audit Letter in conjunction with the Annual Audit Report gives the Audit Commission findings on our financial position and the provision of Value for Money.

The Council's Corporate Framework includes a number of key documents and these are listed below:

Priorities

For 2009/10 we published some performance indicators in The Way Ahead

Consultation

Each year we develop a programme of consultation which sets out our major and statutory consultations, to view the programme click here

The Place Survey is a nationally defined consultation survey carried out by all councils every two years. The survey asks residents for their views about life in their local area. The information is used by the Council and other partners to inform policy and service development by identifying trends in satisfaction and to understand the things that are important to residents. A report of the 2008 survey can be found here.

Performance

Performance Summary 2008-2009

The performance outturn for South Northamptonshire Council showing progress against the national indicators can be found here. This is the first year we have reported progress on the new National Indicator Framework which was  introduced in April 2008.  The indicators reported here are those that South Northamptonshire Council have a specific responsibility for and have been monitoring throughout the year.

In our tables we have targets for some of the indicators for 08/09, but where these involved new data collection we were unable to set a target at the beginning of the year, but as we now have the full year information we have set targets for 2009/10.

Performance is monitored throughout the year through quarterly reports to Members and Senior Management Teams. The Committee Reports can be found on the Councils Committee System. The reports provide information on actions being taken to support the indicator as well as any specific data.  All data is subject to internal  data quality checks and a selection of indicators are externally checked for by the audit commission each year.

The indicators are important for monitoring progress in achieving the objectives of the council. The objectives are grouped under the 4 key themes which the work of the Council is directed

  • to preserve what is special
  • to protect the vulnerable
  • to encourage potential
  • to enhance performance

The Council has the theme of 'leadership' running through the achievement of its objectives, this is reflected in the work of both Councillors and officers demonstrating leadership in the communities and also in partnership working. 'Leadership' itself does not have performance indicators.
