Hackney Carriage Drivers' Licences
A licence is required before any person can drive a hackney carriage/private hire vehicle.
Before a licence is granted the applicant must satisfy the Council that:

He/she is a fit and proper person to hold a licence;

He/she is medically fit;

He/she has attained the age of 21 years;

He/she has held a full driver's licence (not a provisional licence) granted to the applicant under Part III of the Road Traffic Act 1972 authorising him/her to drive a motor car for at least twelve months prior to the date of the application;

He/she must pass a police criminality check carried out by the Criminal Records Bureau (CRB) to ensure safety to the public
Once the Application Form for Hackney Carriage Driver Licence (pdf) has been completed, you need to make an appointment to visit our Offices, bringing with you the following documentation:

Positive means of identification (i.e. passport);

Full driving licence (including the paper part if it is a photo card);

Proof of residence ( i.e. a utilities bill or bank statement);
-
4 recent passport-size photographs of you;
-
Your national insurance number;
-
Your Driving Standards Agency pass certificate (if a new application);
-
Completed medical form;
-
Documentary proof from your Embassy or Consulate showing evidence of good character if you have been in the UK for less than five years;
-
£50.00 to pay for the Criminal Records Bureau check;
-
£30.00 to pay for the Knowledge Test;

The licence fee of £70.00
Applications will not be accepted without production of the above.
Please be aware that we normally allow approximately up to 8 weeks from receipt of your application for return of checks as this is the average time that they take.

Once your application has been accepted and the fee has been paid, an appointment will be made for you to sit the knowledge test.
