Self Build and Custom Build Register

The Self and Custom house building register holds details of persons/associations who want to acquire serviced plots of land in the district for self-build and custom house building.

In October 2016, changes were made to the legislation that strengthened our role in making available plots of land that can be used for self-build and custom house building. The regulations also provide us with the option to include a local connection test and a criterion to demonstrate that an individual has the financial resources to purchase land for self/custom build.

As from 1st April 2017 the register will be divided into two parts.

Those who register and fulfil each of the above eligibility criteria will be included in Part 1 of the register.
The only exception to the above will be members of the armed forces. Anyone who is in the service of the regular armed forces of the Crown is deemed to satisfy the connection test, and anyone who has previously served in the armed forces will be deemed to satisfy the connection test for a period of ten years after leaving service.

Part 2 people/associations without a local connection or sufficient financial resource to purchase land
To be eligible for Part 2 of the register, you will need to have met the basic eligibility.

What is the difference between Part 1 and Part 2 of the register?
Section 2A of the Self-Build and Custom Housebuilding Act 2015 imposes a legal duty on us to grant sufficient development permissions to meet the demand for self-build and custom house building; this duty only applies to entries on Part 1 of the register.

Personal details included on the register will not be made public, but headline data may be published i.e. overall number of individuals/groups registered, geographical areas of interest, type of housing sought etc.
