Forward Plan

This Forward Plan sets out the key executive decisions that will be taken at South Northamptonshire Council over the next four months. These are the prospective key decisions of which the Council's Cabinet is currently aware. The Forward Plan will be updated and rolled forward on a monthly basis. As this takes place, the programme will be adjusted and further key decisions will be added. If a key decision is not predicted in the Forward Plan yet needs to be taken, the Council has adopted a procedure for such decisions which includes a report to the next full Council meeting after the decision is taken.
 
The Schedule to this Plan sets out the prospective key decisions month by month. In each case, where decisions will be taken by the full Cabinet, this consists of the following elected Councillors:

Mary Clarke – Leader of the Council and Portfolio Holder for Partnership Working. 

Rosie Herring –   Deputy Leader of the Council. Portfolio Holder for Community Well-being

Dermot Bambridge - Portfolio Holder for Environment and Waste Management                     

Rebecca Breese – Portfolio Holder for Environmental Policy

Robin Digby – Portfolio Holder for Development Implementation

Rupert Fordham – Portfolio Holder for Community Regeneration

Ian McCord – Portfolio Holder for Resources.

Andrew Wilby – Portfolio Holder for Community Engagement

Officers may occasionally make key decisions on behalf of the Cabinet but it is the Council's intention that this will be the exception. Where a decision is expected to be taken by an officer, this will be shown in the attached schedule.

Key decisions are those which are financially significant (in terms of spending or savings) for the service or function concerned or which will have a significant impact on communities, usually in two or more wards in the District. For the purposes of compiling its Forward Plan the Council has decided that a decision will be financially significant:

If its impact is equivalent in value to more than £50,000 of revenue expenditure or £250,000 of capital expenditure, or if it involves a Treasury Management decision to invest in excess of £5m of the Council’s reserves.

In assessing impact on local people in two or more wards (including businesses and organisations) the following factors will be borne in mind:
