Student Discount

1. Criteria

Students are disregarded for discount purposes during any period in which they fall within the definition of students contained in the Council Tax (Discount Disregards) Order 1992.  The period of a student’s course runs from the day that he or she begins the course and continues until it is completed or the student leaves the course uncompleted.  Vacations during the course are treated as part of the period of the course. 

The term ‘student’ covers:-
i. any person who is enrolled in a full-time course of education at a prescribed educational establishment;
ii. a person under the age of 20 undertaking a qualifying course of education as defined in paragraph 5 of Schedule 1 to the Order;
iii. a foreign language assistant as defined in paragraph 2 of Schedule 2 to the Order.

With regard to students under I above, a full-time course of education, as defined in paragraph 4 of Schedule 1 to the Order, is a course which subsists for a least one academic year with a prescribed educational establishment, or in the case of educational establishments that do not have academic years, for at least one calendar year.

The course must be one which persons undertaking it are normally required to attend for periods of at least 24 weeks in each academic or calendar year, and the nature of which is such that a person undertaking it would normally require to undertake periods of study, tuition or work experience which together amount in each such academic year or calendar year to an average of at least 21 hours a week.

Reductions
A property that just full-time students live in is exempt from paying any council tax. Individual students are not exempt. 

A 25% discount may be given if all the residents except one are full-time students (for example, in a property that is jointly occupied by four people and three are full-time students). We do not count people as students if they are between courses of full-time education. 

Applying for a student discount

The person who has to pay the council tax must fill in an application form for a student discount (their name will appear on the bill)

You will also have to send us a council tax student certificate from your university or college with the application (one for each student). 

Council tax student certificates will only be given to full-time students who are enrolled for one whole year and are studying for more than 21 hours a week.
