Joint Core Strategy (JCS)

The West Northamptonshire Joint Strategic Planning Committee adopted the West Northamptonshire Joint Core Strategy Local Plan (Part 1) on 15 December 2014.

The Joint Core Strategy was considered by an independent Inspector as part of Public Examination with hearings held in April/May 2013 and March 2014. The Inspector's Report was received on 2 October 2014 and concluded that the Plan was "sound", subject to Main Modifications. The Adopted Joint Core Strategy incorporates the Modifications recommended by the Inspector.

The adopted Joint Core Strategy covers the administrative areas of Daventry District, Northampton Borough and South Northamptonshire District.

The Joint Core Strategy sets out the long-term vision and objectives for the whole of the West Northamptonshire area for the plan period up to 2029, and includes strategic policies to steer and shape development.

The West Northamptonshire Joint Planning Unit

The Joint Planning Unit is comprised of officers engaged in the task of preparing and monitoring the documents required by the Joint Strategic Planning Committee (JSPC). The JSPC comprises Councillors from Northampton Borough and Daventry and South Northamptonshire District Councils as well as Northamptonshire County Council.

The local plan is a document that sets out what we plan to do with land in the district and how we will control development. Together with the East Midlands Regional Plan and supplementary planning guidance it guides most of our day-to-day planning decisions. The Local Plan was adopted in 1997. It covered the period 1998-2006. A number of the policies and proposals contained in the Local Plan were 'saved' by Government Office in September 2007. Saved policies will remain until replaced by policies in the emerging Local Development Framework.

Gypsies, Travellers and Showpeople Local Plan (Part 2B)

The JCS identifies pitch and plot requirement to meet the identified accommodation needs of Travellers in the plan area up to 2029. Policy H6 of the JCS was informed by a Gypsy and Traveller Accommodation Assessment carried out in 2012.

In 2015 the government published a revised version of ‘Planning Policy for Traveller Sites (PPTS), this included a change to the definition of travellers for planning purposes.

In light of the change to planning policy and the acknowledgement that the previous assessment (2012) would be three years old by the time the Part 2 Local Plans reached their formal stages it was considered that the evidence would be updated.

In 2016 consultants ORS, were commissioned to carry out a revised accommodation needs of Gypsy and Travellers across West Northamptonshire (1.52 mb pdf).

The updated assessment determined that there is no need for additional pitches in South Northamptonshire, nor is there a need for additional plots for travelling show-people households.

New Local Plan
