The new Local Plan will replace the previous system of Local and Structure Plans. Existing plans will become less important and be replaced over time. The Local Plan will be a portfolio of documents which may be prepared at different times, and cover different subjects and areas, but together provide a 'Spatial Strategy' for the district.
The Local Plan for South Northamptonshire will consist of the following documents:
- West Northamptonshire Joint Core Strategy Local Plan (Part 1). Adopted December 2014.
- South Northamptonshire Local Plan (Part 2A).
- South Northamptonshire Gypsies, Travellers and Travelling Showpeople Local Plan (Part 2B).
Local Development Scheme
The Council approved a revised Local Development Scheme (628 kb pdf) (LDS) for South Northamptonshire in March 2016. The LDS sets out a programme for the preparation of Local Plans in West Northamptonshire over a three year period and considers that work on 2 local plans will be carried out in this period as follows:
- South Northamptonshire Local Plan (Part 2A)
- Gypsies, Travellers and Showpeople Local Plan (Part 2B)
South Northamptonshire Local Plan (Part 2A)
This Local Plan will build on the Joint Core Strategy (JCS) and will include a detailed and wide variety of policies to guide the decision making process for future planning applications across South Northamptonshire. It will establish a Rural Settlement Hierarchy for settlements within the District and consider amendments to the existing town and village confines and the identification of areas of important green space within those settlements as well as addressing development needs in those settlements. The Local Plan will include site-specific allocations and accompanying policies. Allocations will be included covering land uses, together with specific policies for the development, management and use of land and buildings and in the delivery of regeneration, growth, design, built and natural environment and heritage objectives, together with the protection of important landscapes.
The JCS contains policy that will form a significant background for the SNC Local Plan. For example it sets the overall housing and employment targets for the urban and rural areas. Policy R1 sets the housing targets for the rural areas and includes criteria for considering a future settlement hierarchy.
Local Plan (Part 2A) Options Consultation
South Northamptonshire is continuing work on our Local Plan (Part 2A) which will shape the future of our district. We are committed to involving our communities in preparing the new plan. The Options consultation stage will help the Council test options and subsequently identify policies and land allocations that should be identified in the "preferred options", which is the next stage in the process.
The consultation documents set out the key issues impacting the district and suggested options that specifically consider the options for both the scale of development, settlement hierarchy and local green space, that once agreed will influence the scale and location of growth in particular parishes.

In 2013 the Council published a draft Local Plan Topic Paper on Village Confines (376 kb pdf) which included some guidance and suggestions on pages 6 to 15 that should be taken into account when considering any changes to confine boundaries.
This 'Village Confine Paper' has since been updated as below and sets out the methodology which will be used to update the village confines.
The Options consultation took place between 04 April and 17 June 2016.
The responses to the public consultation on the Options stage of the Local Plan (Part 2A) are now available. Please note all responses are published without having been considered by the Council. We received about 550 sets of comments on general issues and suggesting possible development sites in response to the consultation questions. Since the end of the consultation we have been processing all of the comments received and reviewing any changes to be made to the Plan as a result. The comments and the draft Plan will be considered by Council Committees in due course. The content of the draft Plan will need to follow Government guidance, as the Plan will be tested through a Public Examination, led by an independent Planning Inspector.
Each of the responses to the Issues and Options consultation stages has been given a unique reference; an identification number (eg IO001 or OR0001) is followed by the name of the respondent (eg Smith) followed by the name of the agent and location of the site if applicable.

A number of responses to the Options consultation were made using the Council's online consultation system
In January 2017 the Council approved a first draft Local Plan which outlines our vision and preferred options for development in the district. This includes:
- revised and reinstated village confines
- proposed allocations for housing and employment use and
- a strategy for future development in the villages.
It is important to note that as drafted the Plan is incomplete and work will continue on its preparation until it is agreed and published for formal consultation in June 2017. It is therefore important to note that although these documents are available for viewing, they remain subject to further change and as the formal consultation has not yet begun any comments should not be sent to the Council at this time.

Strategic Housing and Economic Land Availability Assessment Methodology
An assessment of land availability is an important part of the evidence base in preparing the Local Plan (Part 2A) and will, once prepared identify a future supply of land which is suitable, available and achievable for non-strategic housing and economic development uses over the remainder of the plan period.

Sustainability Appraisal Options
The Local Plan (Part 2A) is subject to an sustainability appraisal (SA). The purpose of the SA is to promote sustainable development and to ensure reasonable alternative approaches are considered in developing the plan.

Local Plan Issues Consultation
The Issues consultation stage of the Local Plan was completed in January 2014. This marked the start of the formal process when the public, parish councils and the development industry were asked for their views on the issues that should be covered in the Local Plan. The consultation also provided an opportunity for possible development sites to be suggested to the Council. Some 500 representations were received and these have now been published online for viewing. The Council will now be considering these responses along with other available evidence and information and will be preparing an options document for further consultation now that the Joint Core Strategy has been adopted.

Statement of Community Involvement
The Statement of Community Involvement (SCI) 2015 was adopted at the Planning Policy and Regeneration Strategy committee on the 23rd March 2016. It sets out how we will involve and ensure engagement with the community in preparing its Local Plan (Parts 2A and 2B), other planning policy documents and in processing planning applications.
It replaces the previous SCI which was adopted in 2006. Since then there have been a number of changes to the planning system and legislation, in addition, technological advances including the increased use and availability of electronic communications has changed the way public consultation is carried out. These changes have been reflected and are incorporated into the new drafted SCI.
